How Portugal import duty is worked out

The calculator follows Portugal’s own order. Each step uses border.bot’s live Portugal data.

  1. Work out the customs value

Customs value = goods price, plus shipping and insurance where the country counts them

Start from the price paid for the goods, converted to EUR. Whether shipping and insurance count depends on Portugal’s valuation rule.

  2. Check the de minimis thresholds

Value ≤ €150: no duty (flat €3 instead) · VAT: always

In Portugal, no duty is charged at or below €150, and VAT is charged whatever the value (measured on the goods). Within the duty threshold a flat duty of €3 per classification applies instead of the tariff rate.

  3. Find the duty rate for the HS code

Duty = customs value × duty rate

The duty rate depends on the product’s HS code in the European Union tariff and on where the goods were made: a trade agreement can lower it to zero with proof of origin.

  4. Add VAT on top

    VAT = (customs value + duty) × 23%

VAT is charged on the customs value plus the duty (and any excise), at 23% for most goods.

  5. Add any fees and total it

    Landed cost = goods + shipping + duty + tax + fees

Carriers and customs may add clearance or processing fees. The landed cost is everything the buyer pays to receive the goods.

Frequently asked questions

How do you calculate duties and taxes for Portugal?

Start from the customs value of the goods, check it against the de minimis thresholds, multiply it by the duty rate of the product’s HS code, then charge VAT at 23% on the customs value plus the duty. Fees from the carrier or customs come on top.

What VAT rate applies to imports into Portugal?

Most goods pay VAT at 23% on the customs value plus duty.

What is the de minimis threshold in Portugal?

Parcels worth up to €150 pay a flat duty of €3 per classification instead of the tariff rate, and VAT is always charged.

Does the result include VAT, GST and sales tax?

It includes import taxes charged at the border, such as VAT and GST, with the rate used. US state sales tax is not an import tax and is not included.

Are carrier fees included?

Government fees such as customs processing fees are included where they apply. Brokerage, disbursement or handling fees charged by carriers vary by carrier and contract, so they are not part of the result.

Is the estimate guaranteed?

No. It is an estimate based on the code, origin, values and the rules in force when you run it. Final charges are assessed by customs when the goods are declared, so check the result for high-value shipments.
