Importing into South Africa
How South Africa charges duty and 15% VAT on parcels, the 10% uplift in the VAT base, the R150,000 yearly cap on personal imports, and the gift rebate.
Updated · 8 official sources
A parcel to South Africa pays customs duty at its tariff rate and VAT at 15%, and VAT is charged on more than the price: the South African Revenue Service (SARS) adds the duty and a further 10% of the customs value before applying the rate. Private buyers can clear personal purchases without registering as importers, using the generic customs code 70707070, up to R150,000 in a calendar year, a limit SARS has enforced automatically since 20 November 2025.
Rules as of 30 October 2026.
What does a parcel to South Africa pay?#
A parcel to South Africa pays customs duty set by the tariff in the schedules to the Customs and Excise Act, then VAT at 15% on the added tax value (ATV). Most duty is a percentage of the value, some goods pay per unit, and luxury or non-essential items such as perfumes also pay ad valorem excise duty.
The added tax value is the customs value, plus the duty, plus 10% of the customs value. The 10% uplift is dropped for goods that originate in Botswana, Eswatini, Lesotho or Namibia and are imported from there, because those countries share South Africa's customs union and apply its tariff.

Here is one order worked through. A buyer in Cape Town orders a jacket with a customs value of R2,000. Suppose the jacket's tariff line carries 20% duty.
| Line | Calculation | Amount |
|---|---|---|
| Customs duty | 20% of R2,000 | R400 |
| 10% uplift | 10% of R2,000 | R200 |
| Added tax value | R2,000 + R400 + R200 | R2,600 |
| VAT | 15% of R2,600 | R390 |
| Duty and VAT | R790 |
If the jacket comes by post, the South African Post Office adds its own handling fee, covered below. The landed cost calculator runs the sums for a real product and code, and the South Africa country page has the live data border.bot uses.
Does a buyer need to register as an importer?#
A private buyer in South Africa doesn't need to register as an importer for personal purchases from abroad. SARS lets them be cleared under the generic customs code 70707070, provided they are for home consumption or personal use, not resale, the buyer is in South Africa, and their ID, passport or tax reference number is on the declaration.
The code has a ceiling of R150,000 a year. From 18:00 on 20 November 2025, SARS automatically rejects any further declaration under 70707070 once a person's imports under it pass R150,000 in the calendar year. That buyer has to apply electronically for a customs code of their own and then submit a new declaration for the shipment that was rejected.
For sellers this matters in two ways. Ask for the buyer's ID, passport or tax number at checkout so the carrier can declare it. And if a customer buys in volume, expect their parcels to stop clearing under the generic code at R150,000 for the year.
How are postal parcels and gifts treated?#
The South African Post Office (SAPO) handles customs for goods sent by post on behalf of SARS, and the details on the postal label count as the customs declaration. SAPO charges a handling fee of R84.30 per incoming parcel and R43.55 on other incoming postal items, separate from duty and VAT and payable even when no tax is due.
Gifts get a small rebate. Under rebate item 412.10, a person in South Africa can receive two unsolicited gifts a calendar year from a private person abroad, each worth no more than R1,400, without duty. Wine, spirits, tobacco and perfume are excluded. Above R1,400, duty is charged on the whole value, and a parcel of gifts for several people can't be split to stay under the limit.
The gift rebate is for gifts between private people, so it doesn't apply to an order from a store. Don't mark a sale as a gift.
Which goods are restricted?#
Some goods can't be imported into South Africa at all and others need a permit, certificate or inspection by another department before release. SARS keeps a consolidated list of prohibited and restricted imports and exports, updated on 4 December 2025. Permits for restricted goods come from the International Trade Administration Commission (ITAC) or the department responsible.
Three groups catch online sellers most often. All medications, including vitamins, enhancers, skin lightening creams, herbal and slimming products, are inspected by the South African Health Products Regulatory Authority (SAHPRA). Plants and vegetables are inspected by the Department of Agriculture, and animals and animal products by the State Vet. SARS asks recipients to allow up to 48 working hours for an inspection.
border.bot Restrict flags restricted goods per product before you list them.
Tips for sellers shipping to South Africa#
South Africa is predictable once the VAT base is right and the buyer's details are on the declaration. VAT is charged on more than the price, gifts get only a small rebate, and supplements and medicines are inspected before release, so price and describe each order with those rules in mind before it ships.
- Price VAT on the value plus duty plus 10%, not on the item price alone.
- Collect the buyer's ID, passport or tax reference number for the declaration.
- Never declare a sale as a gift: the rebate is for private gifts and is limited to R1,400.
- Keep supplements, vitamins and herbal products out of quick-ship promises, because SAHPRA inspects them.
- Ship DDP if you want the buyer to pay one price at checkout.
Common questions#
How is VAT calculated on imports into South Africa?#
At 15% of the added tax value: the customs value plus duty plus 10% of the customs value. Goods originating in and imported from Botswana, Eswatini, Lesotho or Namibia don't get the 10% uplift.
Do I need an importer code to buy from overseas?#
Not for personal purchases. Private buyers clear goods for personal use under the generic code 70707070, up to R150,000 a calendar year. Above that, SARS rejects further declarations until the buyer registers for their own customs code.
Are gifts duty free in South Africa?#
Two unsolicited gifts a year from a private person abroad, each worth up to R1,400, are rebated from duty. Wine, spirits, tobacco and perfume are excluded.
What is the Post Office handling fee on parcels?#
R84.30 per incoming parcel and R43.55 on other incoming postal items, on top of any duty and VAT.
